2. Payments provided for by the rules approved by this resolution shall be made within the limits of budgetary allocations provided for the monetary allowance of military personnel as part of the federal budget expenditures for the maintenance of the Armed Forces of the Russian Federation, other troops, military formations and bodies.

Rules for the payment of bonuses to military personnel serving under contract for conscientious and effective performance of official duties

1. A bonus for conscientious and effective performance of official duties (hereinafter referred to as the bonus) is paid to military personnel performing military service under a contract (hereinafter referred to as military personnel) in the amount of up to 3 monthly salaries of a military personnel (hereinafter referred to as salary salary) per year.

2. The premium is paid monthly or quarterly. Payment of the bonus is made simultaneously with the payment of salary in the month following the month (quarter) for which the bonus is paid, and in December - for December (IV quarter).

sent outside the territory of the Russian Federation to provide technical assistance and perform other duties;

during the period of being at the disposal of commanders (chiefs), with the exception of periods of temporary performance by them of duties in vacant military positions;

7.     Basic provisions

    Order No. 1010 of July 2010 states “On additional measures taken to improve the efficiency of the use of DD (monetary allowance) funds for citizens, military personnel, as well as persons who belong to the category “civilian”, but at the same time carry out their labor activity to the Armed Forces of the Russian Federation.”

    This Order replaced Decree of the President of the Russian Federation No. 1459, which was signed back in December 2006.

    Who is entitled to a bonus and on what basis?

    The bonus paid every year is financial incentive lever personnel to more conscientiously perform their official duties and improve physical, moral and sociological training.

    In 2019, those who have not had disciplinary sanctions and have not committed acts contrary to the regulations for military service by employees of the RF Armed Forces have the right to count on it in 2019.

    Cash bonus amount, which a serviceman has the right to count on, directly depends on what estimated amount is established for a particular year, the military rank itself, as well as the position of the serviceman.

    The amount of a monetary bonus in the matter of stimulating citizens of military personnel, as well as civilians who carry out their labor activities in the Armed Forces of the Russian Federation (with the exception of commanders, chiefs, as well as managers and deputies who have a full-time staff military rank from lieutenant general, vice admiral and above), cannot be set more than 5 times the calculated amount. In this case, it is necessary to take into account the fact that the calculated amount itself directly depends on the volume of released financial resources directly for the quarter, as well as on the number of personnel itself.

    Direct bonus amount depends depending on military rank, since the coefficients vary.

    To be more specific, then coefficient next:

    • junior officers: ml. lieutenants, Art. lieutenants and captains - the coefficient cannot exceed 3;

    If we are talking about additional financial incentives for civilians who work in the structures of the RF Armed Forces, then the coefficient here directly depends on what job title occupied by a person:

    • if we are talking about deputy heads of any structural divisions of the organization of the RF Armed Forces - the coefficient is no more than 3;
    • deputy heads of the organization of the RF Armed Forces, as well as the heads of structural units of the RF Armed Forces themselves - the coefficient is set within 4;
    • if we are talking about the immediate leaders of the organization of the Armed Forces of the Russian Federation, the coefficient can reach 5, but no more.

    If we talk about financial incentives specifically personnel, then the amount of the bonus directly depends on any achievements, difficult tasks completed, and so on. The bonus for personnel is provided on the basis of a written Order from personal and senior management.

    A soldier undergoing conscription military service may be entered into a first contract for a shorter period, provided that the total duration of his military service under conscription and under the first contract is 2 years, 3 years or 5 years.

    A short-term contract for military service is called a contract for military service, which can be concluded with a citizen who is in the reserve, or a military serviceman undergoing military service on conscription and who has expressed a desire to enter military service under a contract no earlier than one month before the expiration of the term of military service, for a period up to one year during emergency circumstances (liquidation of the consequences of natural disasters, implementation of emergency measures, restoration of constitutional order and other emergencies) or to participate in activities to maintain or restore international peace and security or suppression of international terrorist activities outside the territory of the Russian Federation, or to participate in ship voyages.

    Clause 4 art. 8 Regulations on the procedure for military service (Presidential Decree of September 16, 1999 No. 1237)

    Female citizens can be accepted into military service under a contract if there are vacant military positions to be filled by female citizens.

    Military positions to be filled by female citizens are determined by the corresponding list of military positions. These include mainly military positions that require special knowledge, skills and abilities in the field of logistics support for troops, medicine, communications and some others.

    Thus, recruitment of female citizens into military service under contract is carried out on a general basis. At the same time, special standards for physical training have been established for them.

    Resolution No. 1681 of December 16, 2019, in order to strengthen the social protection of soldiers, sergeants, sailors or foremen and members of their families, provides for payment of monetary compensation to them for the rental of residential premises, similar to the amount of payments to officers, warrant officers and midshipmen.

    Military personnel, citizens discharged from military service, registered as those in need of residential premises and included in the register of housing subsidy recipients are provided with a housing subsidy on a priority basis, which is determined by the date of registration of military personnel, as well as on an extraordinary basis if there are grounds giving the right to priority provision of residential premises in accordance with current legislation.

    The decision to provide a housing subsidy is made by the authorized housing support body no later than 10 working days from the date of receipt of information on bringing the limits of budget obligations to the financial support departments (departments) of the Ministry of Defense of the Russian Federation for the constituent entities of the Russian Federation and information from the Unified state register rights to real estate and transactions with it on the rights of military personnel, citizens discharged from military service, and members of their families to residential premises throughout the Russian Federation (Order of the Minister of Defense of the Russian Federation dated July 21, 2014 No. 510).

    Upon dismissal from military service, a lump sum benefit is paid in the following amounts:
    if the total duration of military service is less than 20 years - two salaries;
    with a total duration of military service of 20 years or more - seven salaries.
    For military personnel who served under a contract and who were awarded state awards (state awards) of the USSR or state awards (state awards) of the Russian Federation during military service, including those awarded an honorary title of the USSR or an honorary title of the Russian Federation, the amount of benefits indicated above is increased by one salary monetary content.

    Cases when a one-time benefit to military personnel undergoing military service under a contract are not paid and which are exhaustive are determined by paragraph 142 Security Procedure.

    Clause 14 of the Order of the Minister of Defense dated May 27, 2016 No. 303 It has been established that when renting (subletting) residential premises from relatives, monetary compensation is paid on a general basis.

    However, we should not forget that this order concerns only the payment of residential buildings for renting (subletting) and does not provide any protection against problems in providing housing that arise because, according to "Housing Code of the Russian Federation" Federal Law No. 188 of December 29, 2004 citizens living in the housing of their relatives are considered to be provided with this housing (Articles 31 and 69 of the RF Housing Code).

    An NIS participant can exercise his right to housing in three ways:
    1. Conclude a target agreement housing loan and, using it as a down payment, take it from the bank mortgage. Housing purchased with this loan will have two encumbrances - in favor of the bank and in favor of the state.

    2. Conclude a targeted housing loan agreement and use it to purchase residential premises (with the addition of your own funds if necessary). Housing purchased in this way will only be encumbered in favor of the state.

    3. After the right to use savings arises (Article 10 of the Federal Law of August 20, 2004 No. 117-FZ) withdraw these savings and purchase housing with them (with the addition of your own funds if necessary). The housing will not have any encumbrances.

    19. Does a serviceman have the right to receive official housing if there is permanent housing at the place of service with a total area less than the registration norm?

    Clause 2 of Article 99 " Housing Code Russian Federation" dated December 29, 2004 N 188-FZ (LC RF) establishes that specialized housing (office housing, dormitories, flexible housing, etc.) is provided only to those who are not provided with any residential premises at all in the relevant locality.

    20. The meaning of “registration” when providing a military man with housing.

    As you know, the registration address in the passport and the address of actual residence do not always coincide. At the same time, when recognizing someone in need of housing, it is the place of actual residence that matters, not the place of registration.

    If a serviceman is registered with relatives, he may be considered provided housing (Articles 31 and 69 Federal Law No. 188 December 29, 2004 “Housing Code of the Russian Federation” (LC RF) and refuse to recognize those in need under article 51 Housing Code of the Russian Federation.

    However, if the serviceman actually lives with relatives (and this becomes known to housing authorities), a registration stamp in another place will not help to recognize him as needy.

    21. Accounting norm, provision norm and “additional meters”

    Accounting norm (clauses 4-6 of article 51 of the Housing Code of the Russian Federation - Housing Code of the Russian Federation)- the standard with which the housing available to a serviceman and his family members is compared when recognized as needing housing under Art. 51 Housing Code of the Russian Federation.

    Provision rate (18 sq.m. per person, clause 1 of article 15.1 “On the status of military personnel”

    - the norm by which the area of ​​housing provided to recognized needy military personnel is calculated.
